The timeframe for registering foreign citizens depends on their citizenship and qualifications

You must register within 90 days

Within 30 days

Within 15 days

  • Citizens of the Republic of Tajikistan
  • Citizens of the Republic of Uzbekistan

Within 7 days

  • Other foreign citizens

Who does not need to register

  • Heads of foreign states and their governments, members of parliamentary and government delegations, heads of international organisations who entered at the invitation of Russian authorities, as well as members of their families
  • Seafarers, members of air and other transport crews who make stops in the country as part of military and non-military crews or participate in international traffic and are at work
  • Other foreign citizens, if they arrived for a period of no more than 7 days

What happens if you don’t register a foreign citizen

If a foreign citizen is not registered within the required time period, both he and the host party will be held liable.

For a foreign citizen

  • Fine from 2,000 to 5,000 ₽
  • Expulsion from Russia

For the host

  • For citizens - a fine from 2,000 to 4,000 ₽
  • For officials - a fine from 40,000 to 50,000 ₽
  • For organisations and individual entrepreneurs - a fine from 400,000 to 500,000 ₽
