Losing your passport or other crucial immigration documents in a foreign country is a stressful experience. In Russia, the procedure for restoration is strict, and missing deadlines can lead to serious consequences, including fines and even a ban on entry.

The key is not to panic but to act swiftly and correctly. This guide will walk you through the essential steps to take if you find yourself in this situation.

Step 1: The First and Most Critical Action – Report the Loss

Regardless of which documents are missing — passport, migration card, work permit (patent), or fingerprint registration card/Green card — your first step is always the same.

  • What to do: You must immediately contact the local office of the Ministry of Internal Affairs (MVD UVM or OVM/MVD (ГУВМ МВД), УВМ or ОВМ) to file an official statement about the loss or theft.

  • Why it's important: This official statement serves as proof that you are taking responsible action. It can also protect you from potential misuse of your documents.

Crucial Note: For documents like the migration card, work permit, or fingerprint card, you must contact the Russian MVD (МВД), not the embassy or consulate of your home country. The embassy or consulate can only help with issuing a new national passport.

Step 2: Restoring Specific Documents – Procedures and Deadlines

Once you have the loss report, the process for obtaining duplicates varies by document. Pay close attention to the legal deadlines.

2.1. The Migration Card (Миграционная карта)

  • Deadline: You have only 3 working days from the moment of receiving a new passport or discovering the loss to get a duplicate.

  • The Duplicate: The new card will be marked "DUPLICATE"/«ДУБЛИКАТ» It will not have the original border crossing stamp, but it holds the same legal force. You will need this duplicate for any future procedures, like extending your registration.

2.2. The Work Permit (Патент / Patent)

  • Deadline: When you get a new passport, you have just 7 calendar days to update the passport details in your work permit.

  • The Process: Contact the MVD (МВД) with your new passport and the loss report. They will issue a corrected work permit. Failure to meet this 7-day deadline results in administrative liability (a fine).

2.3. Temporary Residence Permit (РВП) and Residence Permit (ВНЖ)

If you hold an RVP (РВП) or VNZh (ВНЖ), you must have your new passport details reflected in these documents. This is not an optional update. You will need to apply to the MVD (МВД) to have a new stamp or a re-issued permit reflecting the new passport number.

2.4. Other Important Documents: SNILS (СНИЛС) and TIN
