Annual Notification of Residence - Guide for submitting an Annual Notification confirming residence in Russia.

A foreign citizen who has a RVP (РВП) or VNZh (ВНЖ) must submit notification confirming their residence in Russia within 2 months after the date of expiration of the next year from the date of receipt of the residence permit.

For example, if your RVP (РВП) or VNZh (ВНЖ) was issued in the month of April, a notification should be filed before the end of June.

A foreign citizen should submit a notification to the territorial division of the Ministry of Internal Affairs by post (in most regions), in person with an attachment of an income statement, a copy of a tax return or other document confirming the amount and source of income for the next year.

Late submission of notification is an administrative offence, for which a penalty fee with or without administrative expulsion is provided.

Documents required

1. Download, print (double-sided) and fill in a Notification of Residence form (see attachment section of this article to download a blank form)

  • Do not sign and date it until you are submitting it. You will be asked to do so at the time and place you are submitting it.

Complete the following information,

  • Personal data (full name, passport details, temporary residence permit or residence permit),
  • Address of place of residence (if absent – ​​address of place of stay),
  • Information about work activity (place or places of work, position, address, dates of hiring and dismissal),
  • Periods of stay outside of Russia (indicating the countries of departure),
  • Information about the amount and sources of income.

2. Copy of ALL pages of your Foreign Passport (can be double-sided)

3. A copy of your Residency Permit

  • For VNZh (ВНЖ) holders,
    • A copy of all pages of your document containing any stamps and the two pages containing your identity information
  • For RVP (РВП) holders,
    • A copy of the RVP stamp in your Foreign Passport

4. A copy of your Notarised Passport Translation

5. Source of income or proof of financial self-support

  • If not officially employed in Russia,
    • A statement from your bank (Справка о наличии счета) showing you have at least 12 months x minimum monthly salary based on the region you are registered, as savings in a bank account. This can be downloaded from your Internet Banking.
    • If you cannot show proof savings in a bank account, a 3-NDFL form can be used as proof of income if you don't have official employment and don't have enough to cover the bank savings statement. You must provide the acceptance letter, and the tax you paid must be 13% of the equivalent of 12 months minimum pay in whatever region you live in.
       
  • If officially employed in Russia,
    • Documents confirming the amount and source of income for the next year, from the moment of receiving a temporary residence permit or residence permit (a 2-NDFL certificate from the place of work, a tax return, a certificate from the Pension Fund on the establishment of a pension, a Pension certificate, etc.),
    • A certificate or notification of tax registration of a foreign citizen and a copy of it.

Additionally, if you were issued a Migration Card on your last arrival, you should include a copy of that also.

Submitting via Post

Take your completed documents, along with any originals and go to any post office and advise them you are submitting your Notification of Residence form and related documents.

They will help you through the process from there. This process usually takes between 30-40 minutes.

Make sure they return your portion of the Notification of Residence form for your records.

Important to Note

For those submitting their notification via post, you must attend and submit it in person at your local MVD office every five years.

You should take everything mentioned above including the original copies of the portion you have kept for the past 4 postal submissions. Make copies of these as they may ask for a copy of them.
